The Consultant will support a local mediation platform in northeast Syria, to strengthen its capacity to become a registered local mediation organisation. The local mediation platform operates in Deir ez-Zor, where communal tensions threaten local stability. Since 2019, HD has supported a group of men and women from Deir ez-Zor to address grievances in their communities, through the tools of dialogue and mediation. Given the success of this model, this local entity seeks a more formalised structure, through which it can independently manage its finances and operations. The Consultant will play a pivotal role in providing training sessions, as well as mentoring, to identify gaps in the Platform’s organisational structure, provide guidance to address these gaps, as well as a plan for improvement following the end of the project.
Expected outcomes and deliverables
- Initial assessment report, summarising recommendations, and training programme and timeline
- Organizational chart and role descriptions.
- Drafts and finalized versions of core organizational policies.
- Training materials for a minimum of six training sessions, including both general and tailored sessions
- Final report summarising activities, progress made, recommendations for further development.

Assessment:
- The initial assessment of the Platform will include current structure, policies, and operational procedures, including a pre-training survey
- Identify gaps, areas for improvement, and key areas that require immediate attention.
- The final assessment report will indicate a clear training programme and timeline
Organisational structure development:
- Advise on creating an effective organizational chart with clear roles and responsibilities.
- Guide the Platform’s leadership on best practices in governance
- Recommend frameworks for delegation of authority, reporting lines, and communication channel.
Policy development:
- Assist in developing core policies, such as Financial Management Policy, Human Resources Policy, Code of Conduct, and Conflict of Interest Policy.
- Provide templates and frameworks for documenting policies and procedures.
- Review and improve existing policies for alignment with best practices and legal requirements.
Financial systems and accountability
- Develop a basic financial management and accountability framework, including budgeting, reporting, and internal controls.
- Provide guidance on creating financial policies that ensure transparency and prevent misuse of funds.
- Support the Platform in developing a financial reporting system and regular financial reviews.
Monitoring and Evaluation
- Develop simple monitoring and evaluation frameworks for tracking the progress and impact of organizational development.
- Mentor the Platform members in conducting periodic reviews to ensure policies and structures are effectively implemented.
Training and Mentorship
- Deliver a minimum of six interactive workshops and/or training sessions (tailored to the Platform leadership and to the general members) on topics such as organizational governance, financial management, and operational efficiency.
- Provide ongoing mentorship and coaching to Platform leadership and members to follow up as they implement new practices.
Reporting:
- Provide regular informal updates to the HD project team on the progress of the training programme
- Provide a final report in the final month of the training programme, summarising progress made and future recommendations.
- Built on the progress regarding the objectives at the end of the project, to deliver a plan for continuation, within a set timeframe
The ideal candidate should have
- University degree in Business Administration, Finance or related field
- Minimum of 5 years of experience in NGO capacity building, organizational development, or similar area, in the Syrian context
- Demonstrated background in organizational and policy structuring, and financial management expertise
- Excellent communication, training and mentorship skills
- Understanding of the humanitarian context in Deir Ez-Zor is desirable
- Flexibility, capacity to deliver under tight deadlines.

- Respects of HD’s goals and principles
- Fluency in Arabic and English is required
