The Centre for Humanitarian Dialogue (HD) is a conflict mediation organization based in Geneva, Switzerland founded on the principles of humanity, impartiality and independence. Our mission is to help prevent, mitigate, and resolve conflict through dialogue and mediation. Our work brings actors involved in conflicts and disputes into dialogue and provides facilitation and mediation support in peace processes. To support HD China Programme, we are currently looking for a:
Project Manager
Duration: One year with the possibility to extend
Location: Flexible with preference in the U.S. or Asia Pacific
Starting date: As soon as possible
The Project Manager will work under HD’s China Programme, on managing and developing a portfolio of projects focused on US-China relations. The post holder will exercise strategic leadership, oversee end-to-end project delivery, manage cross-functional teams, and drive operational and financial excellence for the projects.
Responsibilities include:
- Strategic Leadership & Strategy Implementation
— Exercise leadership in strategy development for the US-China relations portfolio at the project level, aligning with HD’s global mission.
— Translate the project’s strategic priorities into clear operational objectives, workstreams and measurable milestones for the project team.
— Monitor, identify and adjust project directions for stabilizing US-China relations in the fields of international security (e.g., maritime security, strategic stability) and spill-over effect on third countries (e.g., supply chain disruption).
— Hold full budgetary responsibility for the project portfolio, ensuring alignment with strategic goals and donor requirements.
- End-to-End Project & Operations Management
— Lead the full project cycle (design, implementation, monitoring, evaluation and closeout) for HD’s US-China relations initiatives, ensuring timely, high-quality delivery.
— Lead fundraising efforts, including developing concept notes, drafting donor proposals, conducting outreach and managing donor relations.
— Oversee grant management, budget execution, financial monitoring and cost eligibility for the entire project portfolio.
— Design and convene dialogues, workshops and meetings to achieve phase-specific goals.
— Lead in producing relevant project concept notes, donor reports, memos, policy analyses, and other documentations as needed.
— Ensure cohesion and alignment across all thematic sub-tracks related to US-China relations.
— Monitor conflict-related developments relevant to the US and China, and assess implications for HD’s global projects.
- People Management & Team Leadership
— Lead, develop, support and motivate the project team, fostering an inclusive, safe and collaborative working environment.
— Oversee team performance, operational efficiency and effectiveness, and adjust work processes and arrangements as needed to drive results.
— Foster an inclusive, safe and collaborative working environment for the project team, and supervise the project team members.
— Provide guidance to other HD regional teams on engaging Chinese interlocutors, alignment with programme-wide strategic priorities.
- Stakeholder Engagement & Representation
— Represent HD at official functions, high-level meetings and stakeholder engagements, upholding the organisations mandate of impartiality and independence.
— Build and maintain strong, strategic relationships with key stakeholders, including governmental, intergovernmental bodies and non-state actors across the US, Asia Pacific and beyond.
— Support the Director of China Programme with developing and managing external relations.
- Decision-Making & Problem-Solving
— Solve complex operational and strategic problems, taking a broad, long-tern perspective to identify sustainable solutions.
— Exercise considerable latitude for decision-making within the scope of responsibilities, with flexibility to negotiate in HD’s best interests.
— Work independently, with advice only in the most complex situations, under the direct supervision of the Director of China Programme.
- Travel
— Travel domestically and internationally as required to advance project objectives, engage stakeholders and oversee team activities.
Requirements:
The ideal candidate should have:
- At least 7 years of experience working on international affairs, diplomacy, peace and security, US-China relations, and/or international conflict mediation, with a proven track record in project and team management.
- Experience of teamwork and ability to lead and manage a small team under deadlines and in a rapidly evolving environment.
- In-depth understanding of US foreign policy, China’s foreign policy, US-China relations, international security, and geopolitics; knowledge in geoeconomics is an asset.
- Proven strategic thinking, planning, organisational, decision-making and control/evaluation capabilities, aligned with HD’s Manager-level competency framework.
- Excellent writing, research, and communication skills, with experience drafting high-quality donor reports, concept notes and policy analyses.
- Proven skills in expanding network in policy communities.
- English language mastery; proficiency in Chinese desirable.
- Highly motivated, and able to demonstrate initiative, creativity and confidence in work.
The position will report to the Director of China Programme and work flexibly with preference in the U.S. and Asia Pacific.
