HD’s Digital Conflict Directorate is at the forefront of efforts to mitigate the negative impact of emerging technologies on international peace and security. We are seeking an Advisor to help scale up this work, with a focus on high-priority risks posed by advanced AI.

HD’s AI and Emerging Technologies programme (AIET) convenes officials, technologists and experts from around the world in responsive, discreet, outcome-oriented dialogues that complement formal diplomatic and multilateral processes on AI governance. This innovative work seeks to mitigate the risks posed by AI for international security and conflict dynamics through discreet diplomacy and the facilitation of crucial communication channels.

Alongside our dialogue track on military applications of AI, HD has established a new diplomatic track on international security and advanced AI, sometimes referred to as ‘frontier AI’. The track will convene technologists, policymakers and experts to anticipate and mitigate the risks posed by the most cutting-edge AI development and adoption, with a focus on engagement between actors with competitive dynamics where channels of communication are limited.

The role:

As Advisor – Advanced AI, you will shape and deliver HD’s strategy on advanced AI, design and implement diplomatic activities and expand HD’s networks with key governments, AI companies and tech communities. Working as a key member of the AIET team, you will ensure that HD’s activities on advanced AI make a valuable contribution to AI governance discussions.

You will work within HD’s Digital Conflict Directorate, the division working to address technology-related risks for international security and conflict. The Directorate comprises four programmes on: cyber diplomacy; social media and conflict mediation; AI and emerging technologies; and outer space security.

In this role, you will:

  • Shape HD’s strategy for informal diplomacy on advanced AI;
  • Design, plan and implement dialogue initiatives and related activities on advanced AI in collaboration with HD colleagues;
  • Co-Chair meetings involving government officials, technology experts and other actors convened by HD;
  • Represent HD on advanced AI with external stakeholders;
  • Build and maintain key relationships in governments, AI companies and tech communities, with a focus on the US and China;
  • Carry out and/or commission analyses of advanced AI risks/risk mitigation in support of dialogue activities, engaging external technical expertise and forging partnerships, where relevant;
  • Provide strategic advice to the AIET programme, contributing to the overall advancement, effectiveness, and impact of its work;
  • Support the AIET programme’s fundraising efforts, including by briefing relevant stakeholders on the advanced AI track, and providing input to fundraising proposals where necessary.

You might thrive in this role if you have:

  • Minimum of 7 years’ experience working on AI risks in industry, government or related policy or diplomacy settings;
  • Proven expertise on the implications of advanced AI for national and/or international security, with a feel for the political landscape and a track record of practical application;
  • In-depth knowledge of the policies/practices of key states and AI companies on advanced AI (in particular in the US and China), and familiarity with national, regional and multilateral initiatives on AI governance;
  • Established working relationships with government officials, AI companies, AI safety institutes, other experts and multilateral bodies.
  • Appreciation of how informal diplomacy can help mitigate risks posed by emerging technologies;
  • Excellent analytical, organisational and coordination skills, with a collaborative mindset;
  • Master’s degree in a relevant field;
  • Compelling communication skills (written and verbal) in English. Other languages are an asset;
  • Political astuteness, skills in developing strong relationships with a range of stakeholders, adept at navigating complex diplomatic landscapes, and creative in developing new ideas and approaches.

The location of the position is flexible, and it will report to Europe-based colleagues. This position will require regular travel.
