Call for Expressions of Interest: Evaluation of HD’s Environment, Climate, and Peacemaking Initiative

The Centre for Humanitarian Dialogue (HD) is commissioning a self-funded external evaluation of its global Environment, Climate, and Peacemaking (ECP) initiative. HD’s ECP team supports the integration of environmental and climate considerations into peacemaking practice within and beyond HD. The exercise is intended to help clarify an overarching programme logic, critically reflect on contributions and impact since 2020, and identify opportunities to strengthen future impact as this emerging area of work transitions to being a core thematic priority for the organisation.
We are looking for an individual consultant or small team with expertise in programme logic, management and evaluation, combined with substantive knowledge of climate, environment and peacemaking issues. In particular, practical experience working at the intersection of these areas that would support credible engagement with technical experts and diverse stakeholders is valued. The candidate(s) should be comfortable analysing complex information, identifying assumptions, blind spots and weaknesses, and producing evidence-based findings and practical recommendations. Additional profile requirements are detailed in the proposed Terms of Reference (ToR).
It is anticipated that this evaluative exercise will require up to 30 days of work. The exercise should begin by September 2026 and be completed by March 2027.
