Duration:  29 April to July 31, 2024

The evaluation will assess the performance of HD activities implemented under the organization’s respective grant agreement with the European Union (ACA/2021/428-095) titled, “DE-CONFLICT: Dialogue and Engagement in Communities to Foster Peaceful Camps Transformation”. The findings and recommendations will inform any necessary adjustments to HD’s strategic approach, as well as future funding decisions by the donor.

Scope

The project implementation period under review is 21 December 2021 – 31 May 2024.

The evaluation will focus on HD’s performance concerning the results agreed in the logical framework annexed to the grant contract and updated during project implementation.

The evaluation report will objectively review the results achieved and provide forward-looking recommendations for HD and the donor. In addition, the evaluation team will prepare a short, practical learning note for HD-internal use that is suitable for sharing with other project teams.

The evaluation report will assess HD’s performance during the period under review and will provide forward-looking recommendations. HD staff will review the draft report before it is finalized and shared with the donor. The evaluator will present key findings in the evaluation report to HD Philippines, MESU, and the donor.

Deliverable:

  1. Revised and agreed final terms of reference (within two weeks of contract signing).
  2. An evaluation plan (up to 6 pages) that defines the evaluation scope, confirms key evaluation questions, describes methodologies to collect and analyse data, outlines a timeline linked to key milestones, proposes a schedule for Mindanao fieldwork, identifies anticipated costs and provides a detailed breakdown of responsibilities of all team members (if applicable).
  3. A short aide memoire (2-3 pages) submitted within one week of completing fieldwork that presents initial findings, seeks verification from HD of key facts and assumptions, and identifies initial recommendations. A draft evaluation report that reflects the evaluation scope and respond to all questions outlined in the evaluation plan. The draft will be reviewed by HD staff, and a feedback session will be held to permit discussion of any proposed changes thereby ensuring factual accuracy and supporting follow up actions.
  4. A final evaluation report suitable for sharing with the donor and incorporating any agreed changes or amendments as requested by HD and/or the donor. The final evaluation report will include an executive summary (1-2 pages), a clear summary of findings and corresponding analysis (up to 20 pages) and a succinct set of forward-looking and actionable recommendations (no more than 10).
  5. A short learning note (up to 4 pages) for HD internal use that identifies key findings and learnings, suitable for sharing with other HD project teams.

Technical competencies/ knowledge needed for the position (including languages):

  • Sound understanding of history, culture, conflict dynamics and current situation in the BARMM;
  • Good understanding of key EU priorities and/or those of other donors operating in the region;
  • Demonstrate evaluation expertise ;
  • Demonstrate familiarity with conflict mediation or peacebuilding sector; and
  • Relevant technical skills, including the ability to analyze, synthesize and write in English.

The funding agreement between HD and the evaluator will specify contracting details and confirm payment milestones.
