The Centre for Humanitarian Dialogue (HD) is a private diplomacy organization based in Geneva, Switzerland founded on the principles of humanity, neutrality, impartiality and independence. Our mission is to help prevent, mitigate, and resolve conflict through dialogue and mediation. Our work brings actors involved in conflicts and disputes into dialogue and provides facilitation and mediation support in peace processes. In China, HD carries out temporary activities in accordance with the Law on the Administration of Activities of Overseas Nongovernmental Organizations in Mainland of China. To support our work in China, HD is currently looking for a:
Project Officer
(1-year consultancy contract with the possibility to extend)
Location: Beijing, China
Starting date: 1st May 2025
The Project Officer will work under HD’s China Programme, in particular on projects aimed at reducing US-China and Europe-China tensions and facilitating conflict prevention. Meanwhile, the Project Officer will provide support to the China Programme across all projects and will be the Point of Contact for at least one of the thematic tracks.
Responsibilities include:
- Contribute to project management and programming:
- Serve as a point of contact for at least one of the thematic tracks with a focus on either arms control and nuclear stability, regional maritime affairs, China-Europe relations, or China-US relations;
- Monitor the development of the abovementioned topics and the broader geopolitical landscape that affects the dynamics of ongoing or potential armed conflicts;
- Conduct research and analysis on subjects related to the projects as required;
- Generate ideas and suggestions to project substance, dialogue design, and take the lead on one or more thematic tracks of each project;
- Ensure the projects are implemented and reported in a timely and qualitative manner according to project teams’ plans as well as grant/donor requirements;
- Draft project narrative/review reports (such as monthly updates, interim and final reports) as required;
- Assist the Project Manager(s) in guiding junior project staff in implementing project activities;
- Contribute to fundraising for the projects;
- Oversee administrative tasks for projects including contracts, procedures, expenses claim, and controlling invoices;
- Oversee day-to-day grant and financial management of (part of) the projects and ensure eligibility of all costs.
- Represent HD in meetings with experts and officials on project subjects to seek input for dialogue design and feedback.
- Organize and facilitate meetings and events in the projects:
- Conceptualize and formulate meeting agendas;
- Liaise with relevant institutions and countries;
- Manage logistics of and coordination of meetings and events in collaboration with the Logistics Officer;
- Serve as a professional facilitator for sessions or processes.
- Contribute to overseeing the work of project-related consultants and manage administration of consultancies.
- Provide guidance to other HD regional teams seeking advice on engaging Chinese interlocutors.
- Travel within and outside of China when necessary.
Requirements:
The ideal candidate should have at least a master’s degree in international relations or a related field. Preferably having served as a practitioner in policy-making or a researcher in research institutions for more than 3 years, the candidate should possess professional knowledge and relevant experience in arms control/strategic stability, and/or maritime security, and/or regional security issues.
The candidate should have strong research and analytical skills and excellent interpersonal and organisational skills. Fluency in Mandarin Chinese and English is required. The candidate must have legal rights to live and work in China.
The position will report to the Co-Head of China Programme and will be based in Beijing.
